U.S. lawmakers approve bill targeting top Russian oil and gas importers, granting President Trump authority to impose tariffs of up to 100% on five largest buyers, including China, India, and Turkey.
The bipartisan legislation, named for late Sen. Lindsey Graham, was approved by the House on Sept. 16 and cleared the Senate in early August. It includes sanctions on Russian officials, financial institutions, and entities supporting Moscow's defense-industrial base.
The bill aims to increase economic pressure on Russia, with targeted countries reviewed every 180 days. Countries importing less than 15% of Russia's natural gas exports and reducing imports could be exempt from tariffs.
India has warned Washington that new U.S. tariffs on Russian oil could impact bilateral relations, highlighting concerns over energy security and potential strain on U.S.-India ties.
