U.S. President Donald Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 into law, imposing up to 100% tariffs on countries buying Russian oil and gas. The law, which targets India and China among others, aims to pressure Moscow through economic measures.
The bill, passed by the House on Sept 16, 2026, allows Trump to impose tariffs on the top five countries importing Russian crude oil or natural gas. It also expands sanctions on Russian officials and energy sector actors, with provisions for waivers if certain conditions are met.
Ukrainian President Volodymyr Zelensky praised the law, calling it a tribute to Lindsey Graham. The legislation, which extends Iran sanctions, is part of broader U.S. efforts to counter Russian influence and support Ukrainian interests.
